An AI data center developer is offering $10,000 payments to local residents as community incentives, prompting accusations that payments amount to bribery for permit approval.

In Hazle Township, Pennsylvania, a proposed AI data center development has sparked an unprecedented controversy over what residents characterize as a bribery scheme.

NorthPoint Development proposed a 1,300-acre project in the Pocono foothills to host 15 data center buildings. Facing fierce local resistance, the developer mailed letters to approximately 4,500 households in the township offering $10,000 to each household—a total of $45 million—conditional on residents' approval of the zoning changes necessary for the project to proceed. The developer also offered additional municipal funding packages to local leaders as an incentive.

The offer immediately provoked outrage. Critics condemned it as an outright bribe designed to divide the community and circumvent standard environmental review processes. Residents noted that the $10,000 payment was insignificant compared to potential long-term financial consequences, particularly the risk of declining property values once the data centers became operational.

Beyond financial concerns, neighboring homeowners raised substantial environmental objections. The facilities' tremendous energy and water consumption would strain the local power grid and deplete regional water resources, likely driving up utility bills. Industrial cooling systems generate continuous low-frequency noise, a problem that has already led to lawsuits in Michigan and Wisconsin from residents near existing data centers. Some residents also warned that accepting the payments could lock them into restrictive agreements that waived their rights to file future complaints or lawsuits regarding environmental damage.

In response, the Hazle Township municipality rejected NorthPoint's zoning change requests. The developer subsequently filed a lawsuit seeking to overturn the township's decision, escalating the dispute to the court system.
