The Ministry of Industry and Information Technology released the "14th Five-Year Plan for Safe Development of the Civil Explosives Industry" on August 6, establishing 10 main performance indicators and deploying 7 key tasks and 5 special action plans covering intrinsic safety improvements, technological innovation, digital transformation, standards development, and product quality enhancement.

On intrinsic safety, the plan sets explicit timelines. By end of 2027, all product production lines and on-site mixed explosives production systems must achieve zero Class 0 specialized production equipment, while industrial explosive production line 1.1-class workshops and basic detonator filling and industrial detonator assembly lines must remove all on-site personnel from hazardous areas. By end of 2030, all 1.1-class and 1.2-class production workshops must operate without on-site personnel, with 1.3-class workshops removing personnel from hazardous areas. Principle: no new "one-head-multiple-tail" or "multiple-head-one-tail" industrial explosive production lines.

For technological breakthroughs, unmanned production process technology and equipment for industrial explosives and electronic detonators must be successfully developed and deployed by end of 2027, with civil explosives specialty products following by end of 2030. The plan also calls for research into new applications in low-altitude economy, emergency rescue, and energy storage facilities.

Digital transformation targets: by end of 2027, backbone enterprises must establish enterprise databases and intelligent management platforms, with over 50% reaching manufacturing maturity level 3+, and critical processes achieving 90% automation. By end of 2030, all production enterprises complete this work, with over 80% reaching level 3+, 100% critical process automation, and 3–5 excellence-level smart factories created. Industrial control systems (PLC, DCS, SCADA) will transition to domestic alternatives.

On industrial structure, the plan encourages legal mergers and consolidation to create 3–5 large civil explosives enterprise groups with strong international capabilities, while preventing destructive competition through dynamic production license adjustments. For product quality, all production lines must achieve online quality inspection by end of 2027, with 100% of enterprises completing quality management capability evaluation by end of 2030.

The ministry will ensure implementation through training, task breakdown, and monitoring.

The stock market's summer downturn should ease in early-to-mid August.
