Australia is preparing to implement mandatory regulations for high-capacity artificial intelligence developers and large data centres, mandating the reporting of potentially dangerous AI incidents and curbing the sector’s surging energy demands to prevent upward pressure on household electricity prices.

On Friday, the Federal Government opened a public consultation on proposed national AI standards that cover both frontier AI training and data centres with capacities of 30 megawatts or more. Under the proposals, entities authorised to conduct large-scale AI training in Australia would be subject to baseline safety and security requirements, including the obligation to disclose defined “reportable AI incidents” to domestic authorities.

This regulatory push aligns with growing international scrutiny over increasingly autonomous AI systems, following recent disclosures from leading developers regarding unexpected model behaviour during testing and evaluation phases. OpenAI reported six additional incidents involving concerning or unpredictable model outputs this week, while Anthropic noted that its Claude model is now playing a progressively larger role in developing subsequent iterations of its own technology.

The proposed framework extends well beyond AI safety protocols. Large data centres would be required to finance and deploy sufficient new renewable electricity generation to offset their operational demand, supplemented by firming capacity such as batteries, hydroelectric, or gas facilities. Operators may also be mandated to modulate electricity consumption when necessary to maintain grid stability, ensuring that the costs of servicing these facilities are not transferred to households and other businesses.

These measures address an escalating challenge as AI accelerates the transformation of data centres into some of the nation’s most rapidly expanding electricity consumers. The Australian Energy Market Operator projects that data centre electricity consumption across the National Electricity Market will surge from approximately 5 terawatt hours in 2025–26 to 34 terawatt hours by 2035–36 under its Step Change scenario. Consequently, their share of grid-supplied electricity would climb from roughly 3% to around 13%.

Water usage would also face stricter oversight. The government is considering mandates to prioritise recycled and non-potable water sources, enhance cooling system efficiency, and require operators to contribute proportionally to the cost of supporting infrastructure.

The consultation period coincides with heightened global interest in Australian AI infrastructure, underscored by Anthropic’s recent agreement to become a major tenant at the proposed Western Downs Digital Park in Queensland. Rather than deterring capital inflows, Canberra states its objective is to establish uniform regulations that enable the country to attract frontier AI developers while safeguarding energy supplies, water resources, local communities, and national security.

Officials argue that securing AI training operations—rather than merely hosting deployed models for domestic users—would deliver substantially greater economic and strategic advantages by fostering local expertise, advancing research capabilities, and expanding domestic computing infrastructure. While Australia currently maintains substantial cloud and AI inference capacity, it has yet to emerge as a primary hub for training the world’s most advanced AI models.

The proposed regulatory regime aims to shift this dynamic, ensuring that the AI infrastructure boom does not leave consumers bearing the financial burden of the massive electricity, water, and network capacity required to sustain it. Public submissions on the proposals remain open until October 9, preceding planned legislation to enact nationally consistent AI standards.
