Australian Prime Minister signals caution on data center expansion, citing power grid stress and competing state priorities amid domestic energy constraints.
Artificial intelligence has been shaping our lives at the micro level for years—through televisions, smartphones, playlists, and email algorithms. But Prime Minister Anthony Albanese's speech "AI in Australia's interests" at the University of Sydney this week marked a turning point in acknowledging that the technology is reshaping the nation at the macro level.
The speech focused on data centres being built across the country as states and territories compete fiercely to attract billions in investment. In Victoria, Premier Jacinta Allan has vowed to be "ruthless" about bringing data centre construction to the state, approving several projects in weeks through a fast-tracked ministerial system that bypasses local zoning. Among these is a NextDC centre in Geelong on 169 hectares long earmarked for housing, and a $911 million facility in Port Melbourne approved in January without a meeting with the company.
Albanese appears to have recognized growing public unease with this approach. As he stated: "We cannot revisit this issue after companies have built whatever they want, wherever they want, and try and then reopen negotiations." The prime minister identified three core concerns: "where they are built – and the power and water they use."
A proposal by Syncline for Australia's largest-ever data centre—over 350 hectares in Plumpton, Melbourne's outer north-west—would require more electricity than Victoria's remaining coal-fired power stations produce. This has sparked community backlash similar to opposition to rural wind farms, particularly in Melbourne's west, where residents fear becoming "a dumping ground for facilities that benefit people living elsewhere."
In his speech, Albanese committed to ensuring large-scale data centres would be net generators of energy rather than net consumers, preventing them from raising power prices. They would be legally required to "build new renewable generation – and firming – to strengthen our national energy resilience," with regulations governing water use. While the effectiveness depends on legislative detail, this represents a welcome national approach to pressing questions that Victoria has welcomed.
The tech sector has worked to address concerns about water consumption through recycled water use and innovative power-reduction solutions. However, the central issue extends beyond economics to what Albanese termed AI's "social licence"—borrowed from natural resources extraction debates. A major gap in the approval process is transparency: what communities are signing up for, impacts on renewable energy transition, and meaningful public voice in decisions.
Whether a centralised Office of AI in the Department of Prime Minister and Cabinet can achieve these goals remains questionable. If political leaders decide "transparency is for the little people" on these mega-projects, as one observer suggested, trust in the current political model will likely erode further. The prime minister and premiers have significant work ahead.
