Intel identifies key infrastructure challenges facing Saudi Arabia's AI development ambitions.
Intel believes that Saudi Arabia's main challenge in its next phase of artificial intelligence development will not be expanding computing capacity, but rather commercializing it into viable solutions. Taha Khalifa, Intel's general manager for the Middle East and Africa, made this assessment during an interview at the LEAP 2026 conference in Riyadh.
Over the past two decades, Saudi Arabia has shifted its technology strategy from implementing foreign innovations to jointly developing products with Saudi engineers, leveraging local data, and aligning with Vision 2030 priorities. Intel anticipates that within 12 to 24 months, several solutions currently in testing will transition to commercial deployment.
To support this shift, Intel partnered with Hewlett Packard Enterprise and Saudi Arabia's Ministry of Communications and Information Technology to launch the Saudi Made, Developed, Deployed initiative. The program integrates locally assembled servers powered by Intel Xeon 6 processors, software developed domestically, and local technical expertise. HPE has already begun manufacturing Xeon 6-based servers in Riyadh for the Saudi market and select regional buyers.
Building a sustainable export base requires sustained domestic demand, economies of scale, and regional buyer confidence, Khalifa noted. Intel plans to establish a Saudi Innovation Center in Riyadh, where success will be measured by the number of solutions reaching commercial deployment and the activity of local companies and developers.
Intel's AI Digital Readiness program targets 100,000 participants by 2030, linking skills development directly to building a local technology ecosystem and enabling specialists to work with AI infrastructure, develop models, and create applied solutions.
The company also emphasizes energy efficiency in AI systems, collaborating with Think AI on research into heterogeneous computing and tokens-per-watt metrics—factors increasingly influencing government and business AI infrastructure decisions. Intel identifies working with Arabic dialects and cultural context in large language models, along with their high operational costs, as distinct challenges. Looking ahead, the company expects some AI workloads to migrate from cloud platforms to personal devices and edge systems, particularly for intelligent assistants, document processing, cybersecurity, financial services, and public safety applications.
