On September 22, 2026, SGE, GE Vernova, Hitachi, and Samsung C&T signed a Memorandum of Understanding to collaborate on the development and deployment of BWRX-300 small modular reactors across Central and Eastern Europe and the United Kingdom. The agreement was formalized at the Atlantic Council Nuclear Energy Policy Summit in New York City, held in parallel with the United Nations General Assembly. Senior government officials attended, including US Deputy Secretary of State Christopher Landau and Japanese METI Vice Minister for International Affairs Masayoshi Arai, underscoring the diplomatic significance of the accord.

The MOU establishes SGE—a Warsaw-based company founded in 2019 and the exclusive regional partner for BWRX-300 development in most of Central and Eastern Europe—as the regional lead. GE Vernova and Hitachi provide technological and design expertise through their joint venture, GE Vernova Hitachi Nuclear Energy. Hitachi also contributes nuclear expertise and facilitates cooperation from Japanese suppliers through its subsidiary, Hitachi GE Vernova Nuclear Energy. Samsung C&T brings international construction and engineering capabilities, having previously built 12 GW of nuclear capacity across 10 units, including the 5.6 GW Barakah Nuclear Power Plant in the UAE. As one of the parties noted, "It is a platform to deploy our standardized nuclear fleet in multiple markets."

This commercial agreement reflects a broader geopolitical framework. On the margins of this year's NATO summit, the governments of the United States, Japan, and South Korea signed a trilateral Memorandum of Cooperation on SMR deployment in third countries, signed by US Secretary of State Marco Rubio, Japanese Foreign Minister Motegi Toshimitsu, and South Korean Foreign Minister Cho Hyun. The US State Department has characterized the four-company MOU as a clear example of industry-driven deployment aligned with allied energy security strategy.

The most advanced SGE project is in Poland, where in-principle decisions have been adopted for 26 BWRX-300 reactors, with development underway at three multi-unit sites to accommodate the first 14 units. The first reactor is scheduled for commissioning in 2032. In the United Kingdom, SGE is developing a 4.2 GW project comprising 14 reactors at three multi-unit sites, which has entered the Preliminary Regulatory Assessment Deep Dive process through Great British Energy – Nuclear, with initial operation targeted for 2034. SGE is also advancing additional projects across Central and Eastern Europe.

The BWRX-300, designed by GE Vernova Hitachi Nuclear Energy, is a 300 MW boiling water reactor engineered for simplicity and standardization to minimize costs and risks through replication. This design approach enables economies of scale across multiple deployments—shared logistics, workforce expertise, and operational learning across Poland, the UK, and the broader region. The reactor has already reached the construction phase in Canada, providing European regulators and policymakers with a practical reference point. As European countries increasingly view nuclear power as essential to meeting energy security and decarbonization objectives, the standardized BWRX-300 is positioned as an economically viable solution to those challenges.
