French AI lab Mistral AI announced Tuesday that it has raised €3 billion ($3.58 billion) at a post-money valuation exceeding €21 billion ($24.39 billion), confirming earlier market rumors.

The Series D round, described by Mistral as “the largest equity fundraising round ever completed by a European technology company,” was led by Samsung Electronics. EQT-managed Scaleup Europe Fund and existing investor PSG Equity joined as co-leads.

Mistral stated it will deploy the capital to scale compute capacity, build infrastructure, accelerate commercial growth, and expand its international footprint. The funding also aims to sharpen the company’s strategic positioning; while acknowledging its models have yet to achieve mainstream adoption, Mistral maintains it is not attempting to build a “European ChatGPT” and continues to operate as a foundational AI lab.

This investment supports a strategic pivot designed to alleviate growing concerns across Europe and beyond regarding overreliance on U.S. technology, particularly amid intensifying domestic debates over American AI regulation and product development.

Alongside its commitment to establish 1 GW of compute capacity in Europe by 2030, Mistral launched new tools in August allowing customers to specify the geographic regions where their AI queries are processed. The company has also begun hosting third-party, open-weight models—including those from China—to reinforce its role as an AI services provider dedicated to giving clients full control over model selection and deployment.

On Tuesday, Mistral characterized its frontier research as “the foundation underpinning its infrastructure, products and sovereignty.” This emphasis appears to counter critics who misinterpreted its decision to host Chinese models as a pivot toward becoming merely an inference provider.

References to Mistral’s global ambitions also aim to correct the misconception that its operations are confined to France. The lab now serves clients across 20 countries, employing a go-to-market strategy centered on empowering governments and enterprises to leverage AI while maintaining strict oversight—a deliberate contrast to the broader consumer-focused approaches adopted by competitors like OpenAI and Anthropic.

This approach has elevated Mistral’s status as a flagship French technology champion. Samsung’s participation in the capitalization table carries explicit endorsement from French authorities. Following the announcement, President Emmanuel Macron posted on X that the funding round exemplifies the shared objective of France and South Korea to “build a third way in AI.”

The political significance attached to this funding round underscores the geopolitical currents that have consistently benefited Mistral. As demand for sovereign AI infrastructure surges, the company’s non-U.S. identity has reportedly driven significant revenue growth.

Nevertheless, the capital necessary to rival leading U.S. laboratories extends beyond what France can provide independently. With Dutch semiconductor equipment maker ASML already established as a key partner and investor, alongside Samsung’s recent involvement, Mistral appears to have secured a viable alternative path—mirroring the strategic merger between Germany’s Aleph Alpha and Canada’s Cohere.

Despite its sovereign focus, Mistral maintains active collaborations with U.S. entities, notably expanding a strategic partnership with Microsoft in July. The Series D round also attracted substantial American investment, with existing backers a16z, Nvidia, and Salesforce Ventures participating alongside new investors Advent and BlackRock.

With the Grand Duchy of Luxembourg joining as a new backer and numerous existing European investors increasing their stakes, Mistral’s capitalization table remains firmly international. For its target clientele of governments and large enterprises, this global financial backing may well suffice.
