French artificial intelligence company Mistral AI has closed a major new financing that underscores Europe’s push for greater technological independence in the sector. The Paris-based firm secured €3 billion in a Series D round, valuing the company at more than €21 billion post-investment. Mistral described the transaction as the largest equity fundraising ever completed by a European technology company, coming just three years after the startup was founded.

Samsung Electronics led the round. Co-leads included the Scaleup Europe Fund, managed by EQT, and existing shareholder PSG Equity. New participants included Advent, funds and accounts managed by BlackRock, and the Grand Duchy of Luxembourg. A broad group of existing backers also returned, among them a16z, ASML, Belfius, BNP Paribas CIB, Bpifrance, Carmignac, DST Global, Eurazeo, General Catalyst, Headline, Hillspire, Index Ventures, Korelya Capital, Lightspeed, NVIDIA, Phoenix Court’s Solar fund, and Salesforce Ventures.

Mistral said the capital will enlarge its frontier research effort, which it presents as the foundation for its infrastructure, products, and claims of technological sovereignty. The company plans to increase computing capacity used to train advanced models, expand physical infrastructure, accelerate commercial growth, and widen its international presence. It currently operates in 20 countries and works with more than 125 large organizations on mission-critical AI projects, including Airbus, ASML, and HSBC.

The firm framed the raise as a response to a shift in customer priorities. Early generative AI competition focused on who could produce the strongest model. Enterprises and governments now want high performance without giving up control of infrastructure or the intelligence loop that runs on it. Mistral argues that demand is rising for systems that combine capability with choice, independence, and predictable long-term governance.

To address this shift, the company is building a complete stack that includes open-weight models, the infrastructure and compute those models run on, and the products that put them into production. That combination, it claims, means customers are not locked into one vendor’s roadmap, pricing, or availability. Organizations can develop on the stack without sending their most sensitive data, workflows, or institutional knowledge outside their own environment. Mistral calls this combination a sovereign AI layer, defined by four elements: data that remains inside organizational boundaries, models that can be controlled and customized, private and predictable compute, and production systems that remain fully controllable and auditable.

The investor group spans Europe, Asia, and North America and mixes industrial leaders with growth-oriented financial firms. Consecutive rounds led by ASML and then Samsung Electronics highlight backing from companies rooted in advanced manufacturing and industrial technology. Mistral said that pattern reflects confidence that its approach can help organizations deploy leading AI inside complex real-world settings while keeping control of data, infrastructure, and knowledge. The financing arrives as Mistral continues to position itself less as a direct consumer chatbot rival and more as a provider of open models plus dedicated infrastructure for enterprises and public-sector users seeking alternatives to concentrated foreign platforms.
