Samsung Electronics has made a significant equity investment in Mistral AI, Europe’s leading artificial intelligence company, and entered into an agreement to co-develop AI models tailored for semiconductor design and manufacturing. The investment forms part of Mistral AI’s €3 billion (approximately $3.5 billion) Series D funding round, which Samsung Electronics led.
The strategic partnership was formalized during a business roundtable held immediately after the South Korea–France summit in Paris on the 8th (local time). Samsung Electronics Chairman Lee Jae-yong and Mistral AI CEO Arthur Mensch signed the agreement, with South Korean President Lee Jae-myung and French President Emmanuel Macron in attendance, highlighting the symbolic importance of technological cooperation between the two nations.
The partnership extends beyond a straightforward equity investment into deep manufacturing AI collaboration. Samsung Electronics plans to integrate design and production data from its Semiconductor Division (DS) with Mistral AI’s high-efficiency model technology to develop “semiconductor-specialized AI.” This initiative aims to enhance productivity and precision across all semiconductor operations.
Specifically, Samsung will leverage Mistral AI’s large language model, “Mistral Large,” alongside other AI solutions to build proprietary models optimized for DS division data. These models will be rolled out in phases to support data analysis, defect prediction, and process optimization throughout semiconductor design and manufacturing. Samsung anticipates that this integration will accelerate development timelines while boosting manufacturing efficiency and yield quality.
Crucially, the AI models will operate on-premises within Samsung’s internal infrastructure. This architecture ensures that semiconductor-related data, classified as national core technology, remains secure and is never transferred externally. Samsung plans to scale this collaboration across its entire DS division—encompassing memory, foundry, and logic operations—with the long-term goal of building an AI-driven semiconductor ecosystem that connects customers and industry partners.
Mistral AI’s Growth Trajectory
Founded in Paris in 2023 by researchers from Google DeepMind and Meta, Mistral AI has expanded rapidly in the generative AI market, which is currently dominated by U.S. tech giants such as OpenAI and Anthropic. The company has carved out a distinct position through its open-weight model strategy. Open-weight models involve publicly releasing the core learning parameters of AI systems, enabling enterprises and research institutions to deploy them on private servers and customize them according to specific needs.
In the Series D round, Mistral AI achieved a valuation exceeding €21 billion (approximately $24.4 billion), nearly doubling the €11.7 billion (approximately $13.6 billion) valuation from its Series C round a year earlier, which was led by ASML. This marks the largest equity financing ever secured by a European private technology company.
The investor lineup is equally notable. Alongside Samsung Electronics as lead investor, the Scale-Up Europe fund, managed by Swedish asset manager EQT, and existing backer PSG Equity served as co-lead investors. New participants include BlackRock, Advent International, and the Grand Duchy of Luxembourg, while established major shareholders such as NVIDIA, ASML, Andreessen Horowitz (a16z), and Salesforce Ventures executed follow-on investments.
Sovereign AI Strategy and Semiconductor Manufacturing Convergence
The selection of Mistral AI as a partner is fundamentally driven by the “sovereign AI” strategy. Sovereign AI refers to an approach where organizations retain full control over their data, models, computing infrastructure, and operational environments. Unlike U.S. AI providers that typically operate models through closed, cloud-based APIs, Mistral AI allows clients to deploy and customize AI directly on their own infrastructure.
Semiconductor fabrication plants generate vast quantities of highly sensitive data—including yield rates, process recipes, and equipment logs—that cannot be safely shared externally. As each wafer moves through hundreds of processing steps, yield is determined by countless interacting variables such as equipment status, material properties, temperature, and pressure, all of which directly impact profitability. AI systems can identify complex, real-time correlations that are difficult for human engineers to track and flag anomalies before they escalate into costly defects.
As manufacturing nodes advance from 3 nanometers to 2 nanometers and below, process complexity continues to rise. Consequently, industry analysts argue that the competitive edge in global semiconductors is shifting away from pure process node leadership toward “which company can first embed advanced manufacturing AI directly into its fabs.”
A Mistral AI representative emphasized the platform’s security and flexibility: “Mistral's AI encompasses data that never leaves the organization, models that can be controlled and customized, computing infrastructure that can be operated in-house with predictability, and operating environments with complete control and auditability.”
From Semiconductor Equipment to Manufacturing Floors
Mistral AI’s foothold in the semiconductor sector solidified last year when ASML led its Series C funding round. At that time, ASML invested €1.3 billion (approximately $1.5 billion), acquired roughly 11% equity, and signed a long-term strategic cooperation agreement. Since then, ASML has integrated Mistral AI’s models across its product lines, R&D pipelines, and corporate operations to improve semiconductor equipment performance and accelerate development cycles.
Practical applications are already taking shape. ASML partnered with Mistral AI to enhance recipe accuracy and processing speeds in optical proximity correction (OPC) workflows, completing initial customer validation of its first generative AI features in January. The company is now extending AI integration to complex engineering challenges, including extreme ultraviolet (EUV) light source optimization and predictive equipment diagnostics.
Although Mistral AI is not exclusively focused on semiconductors, its proven ability to deploy AI models within real-world semiconductor operations—demonstrated through the ASML partnership—makes it an attractive collaborator for Samsung. This new alliance is expected to push Mistral AI’s semiconductor applications beyond equipment manufacturing and directly onto fabrication floors.
Memory Supply Opportunities and Samsung's AI Ecosystem Expansion
The collaboration may eventually extend beyond manufacturing AI into semiconductor supply chains. Mistral AI intends to allocate the newly raised capital toward frontier model research and development, compute capacity expansion, and broader infrastructure investments. As AI models continue to scale, the demand for large-volume semiconductor procurement will inevitably rise.
Mistral AI is currently constructing data centers in France and Sweden and is partnering with Humain, Saudi Arabia’s state-backed AI developer, on regional infrastructure projects. CEO Arthur Mensch noted that the investment will fund the expansion of proprietary data centers and enable the provision of compute capacity rental services. The company aims to roughly double its internal computing capacity over the next five years.
For Samsung Electronics, the partnership presents a dual opportunity: deploying Mistral AI to optimize manufacturing floors while simultaneously cultivating a future customer base for AI infrastructure semiconductors, including high-bandwidth memory (HBM), server DRAM, and solid-state drives (SSDs). Specific supply agreements, however, have not yet been finalized.
Jun Young-hyun, head of Samsung Electronics’ DS division, stated: “As the complexity of semiconductor design and manufacturing rapidly increases, AI capabilities that can securely and precisely utilize vast amounts of data are emerging as core competitive advantages. Together with Mistral AI, we will build AI models and platforms specialized for the semiconductor industry and establish new standards for AI-based semiconductor innovation.”
CEO Arthur Mensch added: “From semiconductors to software, AI is redefining the creation of advanced technology. We are pleased to collaborate with Samsung Electronics based on Mistral AI's capabilities, and through this partnership we aim to contribute to advancements in semiconductor design, manufacturing, and the broader global AI value chain.”
A Third Axis Amid the U.S.-China Duopoly
The partnership is also viewed as a strategic effort by South Korea and Europe to forge a “third AI axis” in a global landscape increasingly polarized by a U.S.-China duopoly. In an interview with this publication, CEO Mensch stressed: “If South Korea and Europe form a strategic alliance, we can preserve AI technology sovereignty without being subordinated to either the United States or China.”
