The rush to build artificial intelligence data centers across the United States has triggered an unexpected wave of violence. Rather than targeting major technology executives, the aggression is increasingly directed at local government officials.

The severity of the situation has escalated beyond isolated incidents. In Michigan, a township treasurer resigned in tears following a public meeting after receiving death threats over a proposed large-scale data center in her community. In Kansas, one municipality suspended in-person public comment sessions and shifted entirely to digital forums after its police department arrested a local teacher for applauding during a data center hearing. The city had been inundated with death threats. Even prominent industry figures are facing direct consequences. In April, a Molotov cocktail was thrown at OpenAI CEO Sam Altman’s residence, and just two days later, his home was struck by gunfire from a passing vehicle. Additionally, in June, the FBI thwarted a plot involving explosive drones intended for a White House event; court documents indicate the conspirators were motivated in part by resentment over data centers depleting local water supplies.

Security analysts describe this dynamic as a “substitution effect.” As technology companies significantly enhance executive protection and fortify corporate campuses, public frustration does not dissipate—it simply redirects toward more accessible targets. Local officials represent highly vulnerable points of contact: their residential addresses are publicly listed, they lack dedicated security details, and they reside within the very neighborhoods experiencing the brunt of community opposition.

The underlying grievances driving this backlash are straightforward. Residents adjacent to these massive facilities consistently raise concerns regarding their substantial electricity consumption, the vast quantities of water required for cooling systems, and potential environmental degradation. These issues repeatedly surface at municipal hearings and grassroots protests nationwide.

The scale of resistance extends far beyond localized disputes. More than 500 municipalities across the United States have enacted regulations, implementation pauses, or complete moratoriums on new data center construction.

This growing friction has prompted law enforcement responses that have drawn criticism. Police in Philadelphia have reportedly monitored social media activity criticizing AI data centers, cautioning that “extremists” might attempt to target them. Critics argue this approach overreaches, effectively framing ordinary citizens expressing legitimate concerns as potential security threats.
