Community and environmental groups organize against planned AI data centers across US regions, citing grid strain and water scarcity.
Years before the AI boom threatened local power grids, a small group of protesters set the stage for battles cropping up across communities today. In 2015, Apple announced plans to build a roughly $1 billion data center in Athenry, Ireland. The 500-acre facility would power Apple's services across Europe, including iTunes, iMessage, and Siri, and would operate on 100 percent renewable energy. With local government approval and community benefits planned—outdoor education spaces, walking trails, and native tree replanting—Apple likely did not anticipate the prolonged fight ahead.
Irish residents quickly lodged complaints about expected noise, light pollution, flooding, traffic, and wildlife impacts. Though the independent planning board approved the facility in 2016, opponents pursued judicial review in the Irish High Court. The High Court ruled for Apple in 2017, but activists brought the case to Ireland's Supreme Court—ultimately compelling Apple to abandon the project in May 2018 after years of limbo.
Over past decades, data centers for cloud storage and other non-AI purposes became ubiquitous. But in 2026, sprawling AI data centers consuming as much energy as entire states are drawing intense scrutiny. Residents near these facilities report rising energy costs, water quality issues, noise and light pollution, and greenhouse gas emission concerns. The US Energy Information Administration projects that commercial energy demand will surpass residential demand for the first time this year due to the AI data center buildout, with demand expected to double by 2027.
Community opposition is accelerating. From January to March 2026 alone, protesters blocked or delayed at least 75 projects valued at $130 billion, according to Data Center Watch, a research project backed by AI security company 10a Labs. The number of active opposition groups more than doubled from 396 at the end of 2025 to 833 by the end of Q1 2026, spanning 49 states, with over 235,000 petition signatures collected in that quarter alone.
In January, Blackstone-owned QTS dropped a $12 billion data center campus plan in DeForest, Wisconsin, following community protests. A planned 580-acre facility in Delaware City faced regulatory rejection in March under the state's Coastal Zone Act, which prohibits heavy industry on shorelines. In July, opponents successfully blocked a QTS "Digital Gateway" project spanning 2,000 acres in Prince William County, Virginia—a state already dealing with rising energy costs from data center expansion. Residents also pressured Shark Tank star Kevin O'Leary to downsize his proposed 40,000-acre Project Stratos campus in Box Elder County, Utah.
Congressional divisions are emerging. President Donald Trump has prioritized AI data centers as essential to winning the AI competition against China and signed an executive order fast-tracking their construction. However, not all lawmakers support this stance. With midterm elections approaching, some Republican candidates are distancing themselves from Trump's position to appeal to constituents. Sens. Bernie Sanders (D-VT) and Alexandria Ocasio-Cortez (D-NY) introduced legislation to pause new AI data center construction until Congress establishes protections against utility price increases and environmental harm.
Bipartisan efforts are also underway. Lawmakers from both parties back the Ratepayer Protection Act, codifying commitments by Google, Meta, Microsoft, and other tech giants to fund their own data center energy costs. Others support the Guaranteeing Rate Insulation from Data Centers (GRID) Act, which would require data centers to use separate energy sources independent of the US electric grid.
State and local governments are taking action. A combined 28 laws addressing AI data centers have been enacted by both Democrat- and Republican-led states, including Florida's rules preventing cost-shifting to residents, Idaho's restrictions on water usage, and Washington state's elimination of tax breaks for operating companies.
The patchwork of state regulations remains insufficient, and federal-level bills must still navigate Congress, leaving many communities to fend for themselves against massive projects: Meta's $27 billion "Hyperion" development in Louisiana, Google's $10 billion Project Mica in Missouri, SpaceXAI's $20 billion campus in Mississippi, and the $500 billion Stargate data center network planned across the US.
