French AI developer Mistral AI has secured a €3 billion funding round led by Samsung to build its sovereign AI infrastructure and model stack.

Paris-based AI developer Mistral has secured €3 billion in Series D funding, achieving a post-money valuation exceeding €21 billion. While modest compared to OpenAI, Mistral states this represents the largest equity fundraising round ever completed by a European technology company.

The company positions itself as a sovereign alternative to U.S. leaders like OpenAI and Anthropic. “During the first wave of generative AI, the central question was who could build the most powerful model,” Mistral wrote. “Organizations and governments are now asking a different one: how to harness the power of AI for their mission-critical needs without surrendering control over the infrastructure and intelligence loop.”

Mistral’s response is a combination of open-weight models, proprietary infrastructure, and dedicated compute capacity. This offering targets enterprises and public sector entities increasingly cautious about depending on foreign technology firms. Among its existing customers is aerospace manufacturer Airbus.

In just three years, Mistral has demonstrated rapid growth. A year ago, it announced a €1.7 billion Series C round at a €11.7 billion post-money valuation, led by ASML with participation from Nvidia and Andreessen Horowitz. The latest Series D was jointly led by Samsung Electronics, the EU-backed Scaleup Europe Fund, and existing investor PSG Equity.

On the global AI funding landscape, Mistral remains significantly smaller than its American counterparts. For context, OpenAI closed a financing round in March featuring $122 billion in committed capital, valuing the company at $852 billion post-money. Nevertheless, Mistral holds a dominant position in Europe, bolstered by geopolitical shifts such as the U.S. administration’s June imposition of export restrictions on Anthropic. Although those restrictions were subsequently lifted, they intensified European anxieties regarding reliance on overseas technology providers.

Despite its sovereignty narrative, Mistral actively participates in the broader AI investment ecosystem. It has accepted capital from Nvidia while simultaneously deploying data centers equipped with the chipmaker’s GPUs. “We continue to believe that the future belongs to organisations that can combine sovereign state-of-the-art intelligence with the ability to deploy and adapt it in their own environments,” the company stated. “Organisations want frontier performance without becoming locked into infrastructure or governance they don’t control.”
