Sept. 9, 2026 — Google today announced plans to invest at least €13 billion in digital infrastructure across Finland over a two-year period (2027–2028), deepening its long-term commitment to the country and to Europe. The investment encompasses data centers and supporting infrastructure in Hamina, Kajaani, Muhos, and Vaala. Google will also fund clean energy projects and establish dedicated nature and community programs to advance local biodiversity, education, research, and workforce development.

This marks Google’s largest single investment in Europe and underscores Finland’s leadership in responsibly scaling AI infrastructure. It demonstrates how strategic partnerships can deliver lasting community value and world-class environmental sustainability.

**Finland as a Model for Responsible Data Center Development**

Today’s announcement builds on Google’s more than 15-year presence in Finland. Since purchasing a former paper mill in 2009 and converting it into a modern data center in Hamina, Google has supported more than 40 social and community organizations. The company has also pioneered environmental initiatives, including a seawater-based cooling system and an offsite heat recovery network that distributes thermal energy to local homes and businesses, covering 80% of the annual heating demand for the Hamina district heating network.

Between 2023 and 2025 alone, Google’s Hamina operations supported an ecosystem of more than 600 Finnish suppliers across construction, operations, and network infrastructure—including DNA, Elisa, and Nokia—generating a significant economic multiplier effect. The facility currently employs a diverse workforce ranging from computer technicians, electrical and mechanical engineers, and security personnel to catering and facilities management staff. Google’s capital investments have further stimulated job creation and economic growth across adjacent local sectors, including wholesale and retail trade, professional and administrative services, and manufacturing.

**Enabling Economic Opportunity and Research and Development in Finland**

Google’s €13 billion infrastructure investment provides timely momentum for Finland’s economic growth and digital transition. During the initial construction phase (2027–2028), the project is expected to contribute an average of €3.6 billion annually to Finland’s GDP and support more than 37,000 jobs nationwide. Approximately 16,000 of these positions will be in construction, generating €911 million in average annual labor income for the sector. Once operational, the facilities are projected to sustain 7,000 jobs annually, with average wages 24% above Finland’s national median. This employment footprint encompasses on-site facility and technical roles, upstream equipment and service suppliers, and the broader local economy of shops, restaurants, and amenities sustained by these workers and their families.

Mirroring the role of Google’s Hamina data center over the past 15 years, the new digital infrastructure will serve as foundational building blocks for Finnish and broader European digital readiness, innovation, and AI development. The facilities will power widely used Google services—including Gemini, Search, Maps, and YouTube—that directly support European consumers and businesses daily.

The Hamina site integrates into Google’s global network of 43 cloud regions. This local deployment enables Finnish organizations such as Nokia, Elisa, and the City of Hamina to deliver high-performance, low-latency services and to develop and scale proprietary AI-powered solutions.

**Investing in Clean Energy, Grid Resilience, and Affordability**

As Google expands its infrastructure in Finland, the company continues to actively invest in clean energy generation, grid resilience, and community energy programs to ensure reliable, affordable electricity access. Today, Google announced several local energy partnerships and investments designed to strengthen the Finnish grid and establish a new blueprint for responsible expansion. These initiatives align with Google’s commitments to maintain affordable consumer energy prices while supporting long-term grid resilience and decarbonization across Finland:

• Partnership with Fingrid and Business Finland to identify optimal locations for Google’s infrastructure and facilitate grid-friendly connections. By siting new data centers in northern rather than southern Finland, Google leverages existing grid infrastructure positioned near carbon-free energy sources. This strategy minimizes the need for new grid investments and helps reduce overall system costs across Finland and the wider Nordic region.

• A 22-year life-extension power purchase agreement (PPA) with Finnish energy company Fortum. This agreement provides the long-term revenue certainty required to fund the life-extension program for the Loviisa nuclear power plant, located near Google’s Hamina data center. Without this investment, the facility—which currently employs approximately 580 people and supplies 10% of Finland’s electricity—would be unable to operate beyond 2030. Extending the plant’s operational lifespan will help stabilize electricity prices and reinforce the long-term resilience of Finland’s grid.

• A memorandum of understanding (MoU) with Fortum to explore and advance cooperation on new flexibility and power generation capacity. The MoU focuses on enabling the timely delivery of additional carbon-free, reliable electricity to support Google’s Finnish investments. Google and Fortum will collaborate to identify new business models that improve the commercial viability of potential new nuclear reactors at the Loviisa site.

• Additional onshore wind PPAs with Valorem in the Ostrobothnia region and Suomen Hyötytuuli across Ostrobothnia and Central Finland. These agreements bring the total new-to-grid onshore wind capacity supported by Google to 629 MW. Google is also coordinating with partners to integrate its onshore wind portfolio into Fingrid’s ancillary markets, directly contributing to Finnish grid balancing.

• A newly contracted 94 MW battery storage system, located near Google’s Kajaani site and scheduled for grid connection in late 2027. This system will provide critical grid flexibility, helping to balance supply and stabilize electricity prices during extended cold, windless periods.

**Integrating Resource Stewardship and Community Development into Data Center Development**

Google’s community-first model actively supports Finland’s national action plan to protect biodiversity and restore degraded ecosystems. Building on its long-term regional presence, Google will fund a series of ecological restoration initiatives targeting former forestry lands adjacent to the data center sites in Hamina, Kajaani, Muhos, and Vaala. Restoration efforts will prioritize the regeneration of native forests, including peatlands and wetlands, alongside nature conservation measures and the protection of vital ecological corridors for local wildlife.

Complementing ecological restoration, these projects will invest in community social infrastructure, including year-round accessible recreational trails, public saunas, and piers for fishing and swimming. Delivered through community-led initiatives, the programs will stimulate the local economy while exclusively utilizing native species to ensure regional ecological health. Any profits generated from selective tree harvesting activities will be fully donated to local community initiatives.

New community, energy, and workforce programs include:

• Economic Community Partnerships: Google is investing €31 million, allocated over a four-year period across Hamina, Kajaani, Muhos, and Vaala. The funding will support local initiatives focused on education and economic growth, with €10 million specifically earmarked for research and innovation.

• Energy: Google will support high-impact municipal energy projects in Hamina, Kajaani, Muhos, and Vaala. Initiatives include providing solar and heat-pump installations for low-income households, conducting energy-efficiency renovations in public municipal buildings, upgrading recreational ski and running trail lighting to extend winter usage, and expanding backup power solutions to secure local emergency, health, and water services. Additionally, Google is embedding heat-recovery readiness into the architectural design of all its new European data centers.

• Workforce: Funding will also support AI education programs developed in partnership with local vocational colleges and labor organizations to upskill Finland’s workforce. Through Google.org’s AI Opportunity Fund, more than 4,400 workers will receive essential AI training, with the goal of creating new career pathways for vulnerable demographics nationwide. The program is led by local partners Oamk, Tieke, and Xamk. In collaboration with EKAMI, Google will launch a workforce development initiative to train up to 100 Finnish students over one year for emerging data center careers. Google will additionally equip students nationwide with a full year of premium digital study tools, interactive notebooks, and advanced smart assistants such as Gemini Live.
