Google plans to invest at least €13 billion ($15.13 billion) in digital and AI infrastructure across Finland between 2027 and 2028, marking the company’s largest single investment in Europe. The expansion will deliver new data centers and supporting infrastructure across Hamina, Kajaani, Muhos, and Vaala, alongside initiatives focused on clean energy, grid resilience, biodiversity, education, research, and workforce development.

The project builds on over 15 years of Google’s operations in Finland, which began with the 2009 acquisition of a former paper mill in Hamina that was later converted into a data center. Environmental initiatives at the Hamina site have included seawater-based cooling and an offsite heat recovery system designed to eventually supply approximately 80% of the annual thermal demand for Hamina’s district heating network. From 2023 to 2025, the Hamina facility supported an ecosystem of more than 600 Finnish suppliers across construction, operations, and network infrastructure, including DNA, Elisa, and Nokia.

Google estimates the €13 billion ($15.13 billion) program will add an average of approximately €3.6 billion ($4.19 billion) annually to Finland’s GDP during the 2027–2028 construction phase and support more than 37,000 jobs nationwide. Of these, roughly 16,000 positions will be in construction, generating an estimated €911 million ($1.06 billion) in average annual labor income. Once operational, the facilities are projected to sustain approximately 7,000 jobs annually, encompassing direct technical and facility roles, supplier positions, and indirect employment in surrounding communities. Google notes that wages for these roles are expected to average 24% above Finland’s national median.

The expanded capacity will underpin Google’s core services—including Gemini, Search, Maps, and YouTube—while providing additional infrastructure for Finnish and European organizations developing AI and cloud-based products. Google’s existing Hamina facility operates within its global network of 43 cloud regions and currently serves organizations such as Nokia, Elisa, and the City of Hamina.

Energy infrastructure forms a cornerstone of the expansion. Google has partnered with Fingrid and Business Finland to identify optimal sites for efficient grid connection. Placing new data center capacity in northern Finland leverages existing grid infrastructure near carbon-free energy sources, minimizing the need for additional network investment. Additionally, Google has signed a 22-year power purchase agreement with Fortum to support a life-extension program for the Loviisa nuclear power plant near Hamina. Loviisa currently employs approximately 580 workers and supplies roughly 10% of Finland’s electricity. Google stated the agreement will provide long-term revenue certainty, enabling the investments required to extend the plant’s operational life beyond 2030.

Google and Fortum have further executed a memorandum of understanding to explore additional grid flexibility and power generation capacity, including business models aimed at improving the commercial viability of new nuclear reactors at the Loviisa site. The company has also secured additional onshore wind power purchase agreements with Valorem and Suomen Hyötytuuli, raising the total new-to-grid onshore wind capacity supported by Google in Finland to 629 MW. A new 94 MW battery energy storage system near Google’s Kajaani site is scheduled to connect to Finland’s grid in late 2027. The installation will enhance grid flexibility and help balance electricity supply during periods of low renewable output.

Google is coupling this infrastructure expansion with targeted community investments. Over four years, the company will allocate €31 million ($36.08 million) for community initiatives across Hamina, Kajaani, Muhos, and Vaala, including €10 million ($11.64 million) dedicated specifically to research and innovation. Additional programs will fund solar and heat-pump installations for lower-income households, energy-efficiency retrofits in public buildings, recreational trail lighting upgrades, and backup power systems for local emergency, healthcare, and water services. Ecological restoration projects will also be implemented on former forestry lands adjacent to data center sites, targeting native forests, peatlands, wetlands, conservation zones, and wildlife corridors.

Workforce development initiatives will feature AI education and training programs developed in partnership with Finnish vocational colleges and labor organizations. Through Google.org’s AI Opportunity Fund, more than 4,400 workers are slated to receive AI skills training. Google will also partner with EKAMI on a one-year program designed to prepare up to 100 Finnish students for data center careers. This €13 billion ($15.13 billion) commitment significantly expands Google’s physical infrastructure footprint in Finland, directly linking new AI computing capacity with parallel investments in power generation, energy storage, grid modernization, workforce development, and local communities.
