Ho Chi Minh City가 Sembcorp 지원 Starmason의 하이퍼스케일 데이터센터 시설 건설을 위해 4.5헥타르 규모 토지 임대를 승인했다.

Ho Chi Minh City has leased approximately 4.5 hectares of land at its Saigon Hi-Tech Park to Starmason JSC for development of a hyperscale data center complex. The site spans Lot T9 along La Xuan Oai, D4, and D7 roads in Tang Nhon Phu ward, with the lease agreement running through 2076.

Starmason plans to invest over $480 million in the project. The company received its investment registration certificate in March 2026 and is required to make a one-time land rental payment covering the full lease period. The developer must demonstrate sufficient capital and meet agreed milestones for project execution.

The project qualifies for full exemption from land rent during its implementation phase, provided Starmason meets all applicable incentive requirements. The company is also exempted from land-use rights auctions and investor selection bidding under the 2024 Land Law. However, exemptions will be revoked if the company fails to maintain eligibility, uses the land for unauthorized purposes, or violates land regulations—triggering mandatory financial penalties and reimbursement obligations.

Starmason is a joint venture established in November 2025, with Singapore's Sembcorp holding 49% and local firm BB Holdings holding 51%. This marks Sembcorp's first data center investment in Vietnam. The complex is designed for an initial 60 megawatts of IT load, with expansion potential to 90 megawatts. It will serve growing regional demand for artificial intelligence, cloud computing, big-data processing, high-performance computing, and other digital infrastructure services.

The project joins recent data center development in the Saigon Hi-Tech Park. Evolution DC Vietnam HCMC, a consortium of three Singaporean investors—Hathor, Frontier, and Evolution—has leased nearly five hectares at the same park for a $508 million data center facility, with annual lease payments over 50 years through March 2076.
