BCE's AI campus near Regina is on a ten-day clock, and Bay Street has trimmed its price targets on the company.

The tight deadline on the Regina campus, combined with lower analyst targets, raises questions about the timing and returns of BCE's AI data center build-out.

Investors in BCE now have two distinct threads to track: a fast-approaching deadline tied to Indigenous consultation over a planned AI data center near Regina, and a pair of softened price targets from Bay Street that nonetheless leave the bulls in place.

The more time-sensitive item is a ten-business-day window. Chief Rodger Redman of the Standing Buffalo Dakota First Nation publicly demanded answers from BCE and Bell Canada on Saturday regarding environmental effects and consultation, according to media reports. Should that window close without a response, the Nation has said it could pursue legal action or seek a judicial review. It is worth being precise about what that means: a stated possibility of litigation is neither a filed claim nor a court ruling.

Bell's reply is the immediate test. A substantive answer could defuse the standoff, though it would not by itself amount to agreement on environmental questions or participation terms. What matters is whether the information handed over genuinely addresses the concerns raised.

**Groundwork in Sherwood, but no green light**

Running alongside that dispute are municipal planning steps. On Wednesday, it emerged that Bell has struck conditional agreements to buy roughly 895 acres near the AI data center in Sherwood, disclosed in documents filed with the Rural Municipality of Sherwood. The council forwarded amendments to land use and the official community development plan into public review, a move that opens further deliberation rather than closing it. The purchase agreements themselves remain conditional, so anyone treating this as a finalized expansion would be overstating the procedural stage.

Bell told Global News it is committed to meaningful engagement and to providing relevant information through the applicable processes. That statement captures the company's position; it does not yet show the Nation regards its questions as adequately answered.

**Two houses, one direction**

Analyst moves tell a similar story of caution without retreat. CIBC's Stephanie Price cut her target to C$38 from C$39 on Thursday while keeping an Outperformer rating. Desjardins lowered its own target to C$41 from C$43 on Wednesday, holding its Buy rating. Both firms pulled back their markers without changing the direction of their calls, a distinction worth keeping in mind, since a lower target is not the same as a sell recommendation. No explicit link between these decisions and the data center can be drawn from them.

**What could tip either way**

In a constructive scenario, Bell answers within the deadline and lays a foundation for further dialogue, while the municipal review proceeds in parallel. That would not end the dispute, but it could prevent a missed reply from becoming the immediate trigger for legal steps.

The less favorable path opens with no answer, or one the Nation deems insufficient. Whether it actually follows through on legal action or judicial review remains open. For shareholders, that would matter because it could complicate how the project is assessed; added consultation or a legal conflict could tangle the planning path. Even so, that implies neither a proven delay nor a quantifiable financial hit.

The next concrete catalyst is Bell's response to the ten-business-day deadline. After that, attention shifts to how the Nation judges that answer and whether it takes further steps, with the Sherwood public review remaining relevant throughout. The investment case sits between two readings: a consultation conflict that can be resolved, or one more obstacle in the project's path. Only concrete answers and procedural milestones will settle which, not land agreements or upbeat analyst ratings on their own.
