Ireland's data centres are fighting for a future that supports their exponential growth on a grid struggling for capacity. Amid existential warnings of falling behind and economic losses, the sector's most influential players are battling over infrastructure access and investment priorities.

At the forefront is Digital Infrastructure Ireland (DII), the business lobby group pushing for reforms that prioritize data centre expansion and challenge what it views as the sector's "demonized" reputation. Critics of data centre expansion span environmental groups, housing activists, and—in DII's assessment—Ireland's national grid operator, EirGrid.

A Digital Infrastructure For The Future We Want report commissioned by DII in May argued that data centres are essential for modernizing the public sector, attracting foreign direct investment, and strengthening the wider economy. "Data is the new oil," the report stated. "Those countries that grasp the challenge will be the winners." From an economic perspective, DII argues the value of data centres far exceeds the direct employment they create and that they provide critical infrastructure the economy most needs.

However, the 37-page report does less to address the impact of data centres on water usage, land, the electricity grid, and housing. With the construction sector at full employment and a housing crisis demanding all available builders, investments in data centre infrastructure often come at the cost of much-needed housing. The Commission for Regulation of Utilities has warned it lacks power to prioritize housing over data centres due to a first-come, first-served connection approach, even in areas designed to support housing growth.

Greenhouse gas emissions from data centres cannot be ignored given their constant need to be operational, increasing reliance on fossil fuels on days without sufficient wind or solar energy. With costly delays to the grid interconnector, long-standing restrictions on nuclear energy, and obstacles to offshore wind development, Ireland's push for data centres is outpacing its ability to power them with renewable electricity.

A study by Friends of the Earth and Beyond Fossil Fuels found that high data centre demand, combined with Ireland's dependence on gas-fired power, is driving up costs for households. The report, published one day after DII's, calculated that Irish households bore an extra €715 million on their electricity bills between 2015 and 2023 as data centre intensity put upward pressure on prices. Irish households face further exposure to wholesale electricity cost increases amid continued fossil-fuel price volatility and steadily rising data-centre energy demand.

Data centres accounted for 22 percent of electricity consumption in Ireland in 2024—more than all urban homes combined—with their share projected to rise beyond 30 percent by 2030. Approximately 50 percent of the electricity produced in the Dublin/Meath region is consumed by data centres, according to the Commission for Regulation of Utilities.

Despite DII's frustration with sector critics, its most significant battle is with Ireland's grid operator, EirGrid, which is struggling to keep pace with rapid expansion plans. Earlier this year, fears of electricity blackouts prompted authorities to propose new protocols for data centres. EirGrid warned of a risk to grid stability, asking the sector to adopt fault ride-through requirements—new technical protocols requiring data centres to remain connected to the grid during millisecond-long faults that occasionally occur. Previously, data centres would disconnect immediately and switch to backup power. EirGrid argues that simultaneous disconnection risks destabilizing the entire grid as more data centres are added, with a full blackout described as a worst-case scenario. The same problem has already occurred in South Africa and Mexico.

Data-centre operators opposed the proposal, warning of technical challenges in applying new requirements to existing systems and the resulting financial costs. DII sharply criticized the plans. In correspondence released under Freedom of Information, DII chairman Maurice Mortell wrote to a government official in the Department of Climate, Energy, and the Environment that publication of EirGrid's draft requirements would not help the "already negative" narrative for the sector. He noted "growing frustration within the sector" regarding the fault ride-through requirements, adding: "This issue is another one of EirGrid's smoke screens to avoid finger-pointing that will inevitably happen when we realise we have missed out on billions of investment in digital infrastructure."

Mortell stated: "While the industry can respond to this issue technically, I am not sure there is any appetite to reinvest in existing infrastructure, because of EirGrid's failings." He continued: "The frustration now centres around what is going to happen in the future, so our members can make informed decisions about new investments. As things stand, it looks like we are closed to new business for the next 10 years."

In another email to a government official in the Department of the Taoiseach, Mortell characterized EirGrid's fault ride-through document as sending a "negative message" on the sector and predicted it would be used as a "stick against the industry." He urged: "We would like to get back on track with what the future looks like and not dwell on grid retrospection, which is a deflection at best."

While DII maintains that data centre expansion is essential to securing Ireland's future, its internal battle with EirGrid and wider government stakeholders remains its largest hurdle. With grid constraints intensifying, persistent housing pressures, and growing questions around renewable energy generation and climate targets, the battle over access to Ireland's limited infrastructure is only becoming more contentious.
