Google plans a minimum investment of EUR13 billion, equivalent to approximately $15.1 billion, in Finnish artificial intelligence infrastructure during 2027 and 2028. The investment includes a 22-year power purchase agreement with Fortum covering up to half the output of the Loviisa nuclear plant—Google's first nuclear power arrangement outside the United States.
The expansion will increase capacity at Google's existing Hamina data center campus and establish three new locations in Kajaani, Muhos, and Vaala. Google characterizes this as its largest single investment in Europe, representing a significant portion of Alphabet's global capital spending plan of $195 billion to $205 billion for 2026.
Construction will run through 2027 and 2028, with projections showing the work will contribute EUR3.6 billion annually to Finland's GDP and support more than 37,000 jobs—roughly 16,000 in construction and 7,000 permanent positions once operations begin.
Alphabet Chief Investment Officer Ruth Porat described the Finland deal as "an important cornerstone of the company's AI buildout."
Complementing the nuclear agreement, Google has signed onshore wind contracts adding 629 megawatts of capacity, along with a 94-megawatt battery system near Kajaani expected to come online in late 2027.
Climate Power's Data Center Air Pollution Tracker rated Google 61 out of 100 in August, tied with Meta. The combined data center operations of Google, Amazon, and Microsoft produced 19 million metric tons of carbon dioxide equivalent last year—equivalent to roughly one-third of France's annual emissions.
Google's Finnish nuclear contract follows two other major corporate nuclear power agreements in the United States: Microsoft's 20-year, 835-megawatt deal with Constellation Energy to restart Three Mile Island Unit 1, and Amazon's 1,920-megawatt supply agreement with Talen Energy at the Susquehanna plant.
