Mindstream Energy is introducing a new model for artificial intelligence infrastructure development through its Al-Risha Sovereign AI and Digital Infrastructure Campus in Jordan. The 245-acre facility is designed to scale to 400 MW by leveraging contracted onsite natural gas generation, closed-loop cooling systems, and modular infrastructure. This approach directly addresses the grid constraints, high consumer electricity costs, water demands, land limitations, and community opposition that currently hinder data center expansion in the United States and Europe. Instead of adding massive computing loads to strained power networks, the project brings computation to existing energy resources.

Phase 1 of the campus will provide 70 MW of initial commercial capacity, targeting completion in March 2027. Power will be generated entirely onsite using a long-term contracted natural gas resource, ensuring the remote desert location does not compete with residential communities for land or draw hundreds of megawatts from Jordan’s consumer electricity grid. Closed-loop cooling significantly reduces water dependency, while dedicated generation protects local consumers from impacts on electricity availability and pricing. Mindstream is partnering with Orange Jordan to establish resilient fiber connectivity that will deliver low-latency regional access and international links toward Europe and India.

Mark Thimmig, Chairman and CEO of Mindstream Energy, emphasized the strategic shift in infrastructure planning. He noted, "AI has created an extraordinary technology opportunity, but it has also created an enormous infrastructure challenge." He added, "Why keep trying to bring massive amounts of power to the compute when we can bring the compute to the energy?" The company has secured the necessary foundation for commercial-scale deployment, including contracted energy, 245 acres of land, dedicated generation, international telecommunications connectivity, valuable government-approved investment and tax incentives, and a modular infrastructure strategy capable of scaling to 400 MW.

Thimmig clarified the deployment strategy, stating, "We are not building 400 MW and hoping customers arrive. We are securing the ability to deliver 400 MW and deploying capacity as customers require it." He explained that this approach allows the company to configure infrastructure around each customer's compute, density, cooling and operating requirements while deploying capital in step with demand. This model positions Mindstream to serve hyperscalers, neoclouds, governments, and enterprises competing globally for AI-ready power. By converting domestic natural gas into higher-value digital exports, the project aims to transform Jordan into a hub for sovereign digital capacity. As Thimmig concluded, "The new energy export can be intelligence. Jordan has the opportunity to convert energy produced within the country into sovereign digital capacity that can serve customers far beyond its borders."
