The Stargate AI data center project, part of Trump's $18 billion infrastructure initiative, is reportedly facing severe execution and financial challenges.
Oracle has invoked force majeure to shield itself from financial liability over a massive data center that forms the backbone of Trump's Stargate AI project. The notice, sent Thursday to Blue Owl Capital—the lender financing the New Mexico hyperscale facility—signals Oracle's attempt to avoid payment obligations as the project faces mounting delays and permitting obstacles.
The 2.45-gigawatt data center was designed to serve as the primary tenant for a $165 billion AI campus dubbed "Project Jupiter," part of the broader $500 billion Stargate initiative. Structured as a public-private partnership, the project pairs Oracle's infrastructure build-out with OpenAI's software capabilities and SoftBank's financial stewardship. Oracle had already confronted severe challenges throughout 2026, with lenders expressing concern about Jupiter's financial viability as early as January—a pressure that forced the company into emergency cost-cutting measures and mass layoffs.
The permitting obstacles are particularly acute. In May, Oracle abandoned plans for the natural gas power plant originally required to operate the facility, after failing to secure necessary state and federal land use permits. The company pivoted instead to solid oxide fuel cell (SOFC) technology—a largely experimental approach never deployed at the required 2.45-gigawatt scale. The world's largest SOFC installation, a test deployment in South Korea, generates just 80 megawatts, making Oracle's ambitions technologically unproven by orders of magnitude.
The force majeure invocation carries particular weight given the scale of what hangs in the balance. The New Mexico facility represents only the first phase of Project Jupiter, itself just one component of the five-hundred-billion-dollar Stargate endeavor. If this foundational piece falters under the weight of regulatory, financial, and technical headwinds, the implications for the remainder of Trump's megaproject—and the broader artificial intelligence infrastructure buildout—are sobering.
