Constellation Energy announced a landmark 20-year power purchase agreement with Google on Tuesday, committing to add 890 MW of new nuclear generation through uprates of 11 existing units across the PJM Interconnection. The deal is backed by $4.3 billion in new investment from Constellation, with units located at six sites in Illinois, Pennsylvania, and New Jersey. The first uprate is expected to come online in 2028. The companies also entered into a 15-year supply agreement for an additional 2,700 MW across the PJM market.

This announcement follows a similar 690-MW agreement Constellation reached with Amazon the previous week, centered on a $3 billion investment supporting a 190-MW expansion of the Calvert Cliffs nuclear plant in Maryland, with that new capacity expected online between 2030 and 2032.

Constellation positioned the Google deal as a "direct response" to PJM's Bring Your Own Power proposal and said it aligns with the White House's ratepayer protection pledge. PJM currently faces a shortage of approximately 6.8 GW in new capacity as data center demand accelerates. The grid operator delayed a planned reliability backstop procurement auction following the Federal Energy Regulatory Commission's partial approval decision on September 29.

"Preserving and expanding the output of the existing nuclear fleet and developing new clean generation is critical to meeting our nation's growing energy needs," said Constellation Chairman, President and CEO Joe Dominguez. The deal can "serve as a model for how technology companies and the energy industry can work together … in a way that delivers grid-wide benefits for all, funded by private entities."

The Google-Constellation agreement incorporates operational load-shaping and demand-response capabilities to reduce power consumption during periods of grid stress. Across six nuclear sites, the deal is expected to sustain approximately 4,400 existing jobs while creating roughly 7,200 temporary construction jobs.

The agreement calls for deploying Google Cloud and AI across Constellation's energy operations, with the utility building Gemini Enterprise agentic workflows directly into its core systems. Under an expanded five-year technology partnership, the companies will leverage AI for site selection, power flow modeling, permitting and interconnection planning, generation optimization, and infrastructure security. "By pairing commercial investments in nuclear uprates with advanced Google technologies, this agreement supports the rapid growth of artificial intelligence and digital infrastructure," the companies said.
