Data center developers have paid $721 million in advance deposits, just under 25% of the total cost. Watchdog groups such as the Citizens Utility Board (CUB) say this could leave a potential shortfall of $2 billion, which would be spread across ComEd customers' bills. ComEd contends that CUB's analysis overlooks $1.1 billion secured by lines of credit that guarantee the data centers' rate payments for 10 years.
