TeraWulf (NASDAQ: WULF) has secured regulatory approval from Kentucky officials for an electricity-supply agreement capable of delivering up to 482 megawatts to its Justified Data Campus, removing a major obstacle for the company’s planned artificial intelligence infrastructure project. The facility will repurpose the former Century Aluminum Hawesville site, leveraging its existing transmission infrastructure to support the development. Total project investment for the initial phase is estimated between $4.0 billion and $4.5 billion.

In an order issued August 21, the Kentucky Public Service Commission authorized Big Rivers Electric Corp. and Kenergy Corp. to implement the retail electric service agreement, TeraWulf said Monday. The commission concluded that the contract adequately protects existing utility customers by assigning all project-related financial and operational risks to TeraWulf, according to the company announcement.

This regulatory clearance establishes a regulated power framework for TeraWulf’s previously announced 20-year lease with Anthropic PBC. The agreement covers approximately 401 megawatts of critical IT capacity and is projected to generate roughly $19 billion in revenue over its initial term. According to TeraWulf’s Securities and Exchange Commission filing submitted Monday, power delivery is scheduled to begin in late 2027 and reach full capacity in early 2028.

The approved 482-megawatt figure represents the total electric service available to the campus, while Anthropic’s 401 megawatts refers specifically to the portion dedicated to computing equipment. The remaining capacity will support essential auxiliary functions, including cooling, power conversion, and other data-center systems.
