Public records from the KPUD reveal proposed electrical interconnection applications for new data center campuses in the region.

Newly released records from the Klickitat Public Utility District (KPUD) identify the companies connected to proposed data centers across Klickitat County. Among them is Shell Energy, which KPUD linked to the two Energizer data center projects previously reported by The Sentinel. The records also introduce new details regarding Vines Rest, the Dallesport Data Center, Lakeside Industries, and the STACK IPI project at the former aluminum plant. Klickitat County maintains separate review processes for data centers located within the Industrial Park Zone and those outside it, both of which are available on the county’s website.

The documents establish a direct link between the Energizer data center initiatives and Shell. KPUD categorized three large-load interconnection requests—77 megawatts for a data center, 200 megawatts for expanded capacity, and 1,000 megawatts for another data center—under “Shell Energy.” The 1,000-megawatt Energizer II application specifically names Savion, LLC, a renewable energy developer wholly owned by Shell, as the technical contact and describes the proposal as a “1000 MW AI Data Center.” Shell acquired Savion in 2021 through Shell New Energies US LLC.

The original Energizer Data Center entered the Bonneville Power Administration (BPA) transmission interconnection queue in June 2021, requesting approximately 77 megawatts. A month later, a follow-up application sought an additional 200 megawatts for the same facility. Energizer II, which entered the BPA queue on June 23, 2026, is a separate undertaking seeking 1,000 megawatts. It is proposed in the Goodnoe Hills area on land owned by 101 Bar Ranches LLC, an entity associated with the Callan family. The Sentinel has reached out to both Savion and Shell for clarification regarding their roles in these projects.

Savion also appears in the documentation for Vines Rest, a separate 1,000-megawatt computer processing server farm proposed east of Alderdale on property owned by Columbia Ridge Orchards LLC, associated with the Mercer family. Vines Rest entered the BPA queue on July 27, 2026. The large-load request lists Savion as the technical contact and explicitly notes, “Project is named Vines Rest DC, LLC.” Corporate filings further solidify the connection: Shell identifies Vines Rest DC, LLC as a wholly owned subsidiary in its disclosures, mirroring Savion’s ownership structure under Shell.

The records also shed light on two proposed data centers in Dallesport. Core Peninsula is tied to the Dallesport Data Center, planned for property associated with Webster Orchards and Williams Ranch. Its large-load interconnection request seeks up to 1,000 megawatts of electrical capacity. Separately, a large-load request filed for property owned by Lakeside Industries identifies Avison Young as the technical contact. That application requests 1,200 megawatts for computer processing operations, specifically a server farm. Avison Young is a global commercial real estate firm that advises clients on data center development, including site selection and real estate transactions. The Sentinel has contacted the firm to clarify its role and determine which company it represents.

Newly released documents show that a large-load interconnection request for STACK IPI was submitted on December 6, 2022, targeting the former aluminum smelter site. The filing identifies a “Data Center Campus” at 85 John Day Dam Rd. and seeks to connect 1.12 gigawatts of electrical load to BPA’s 500-kilovolt transmission system. The Sentinel has contacted STACK IPI to understand their involvement. Further research indicates that plans for a data center at the former smelter site date back six years. In a May 12, 2020 letter to the Federal Energy Regulatory Commission, KPUD noted it had been in discussions with parties interested in developing a data center facility on land adjacent to the proposed Goldendale Energy Storage Project.
