Following the Iran war, the United Arab Emirates is reconsidering its approach to critical infrastructure placement and has begun quietly revising plans for a 5-gigawatt AI data center project—one of the largest outside the United States. The original vision of a 10-square-mile campus in Abu Dhabi is now likely to become a network of data centers distributed across the UAE. Authorities are also exploring enhanced protection measures for the facilities, including air defense systems against drone and missile attacks.

The UAE-US AI Campus, developed in partnership with American technology companies, was announced during President Donald Trump's visit to the Gulf state last year. The project represents a cornerstone of the UAE's strategy to establish itself as a global AI leader while diversifying its economy away from oil dependence.

G42, an AI firm controlled by Sheikh Tahnoun bin Zayed al Nahyan—the UAE's national security adviser and brother of its president—is leading the initiative.

In exchange for access to Nvidia's AI chips and other advanced U.S. technology, the UAE committed to severing its AI connections with China and investing in Stargate, an American data center initiative. Stargate is a joint venture between OpenAI, Oracle, and SoftBank to build AI infrastructure.

Construction on the first phase, a $30 billion, 1-gigawatt compute cluster called Stargate UAE, commenced last year, with the first 200 megawatts of capacity expected to come online this year. Upon completion, the project will provide sufficient capacity to connect every UAE government agency and commercial institution to the world's most advanced AI models, according to Larry Ellison, chairman and chief technology officer at Oracle, which is partnering with G42 on the initiative.
