HUMAIN과 DataVolt는 NEOM의 Oxagon에 조성 예정인 기가 규모 캠퍼스를 위해 Nebius와 함께 AI 인프라 프레임워크를 추진했다.
Riyadh, Kingdom of Saudi Arabia, 21 October 2026. HUMAIN, the PIF company delivering full-stack artificial intelligence capabilities globally, and DataVolt, a developer, owner and operator of sustainable digital infrastructure, today announced a preliminary framework agreement with Nebius (NASDAQ: NBIS), a leading AI cloud company, for data center capacity at Oxagon, NEOM's advanced industrial city on Saudi Arabia's Red Sea coast.
The agreement outlines plans for Nebius to offtake capacity from the first 100 MW currently under construction, establishing an initial commercial framework for the project and underscoring growing international demand for large-scale AI computing infrastructure.
Under the proposed framework, Nebius would become an anchor customer for the planned AI giga campus. The contemplated offtake represents up to 50 MW, half of the initial 100 MW currently under construction as part of the first phase's planned 360 MW. The preliminary framework marks a significant milestone for the development, outlining a proposed international customer allocation just six weeks after the announcement of the commencement of construction. The proposed capacity is expected to become operational in phases from Q4 2027.
The framework brings together HUMAIN's full-stack AI capabilities and ambition to build a globally competitive AI ecosystem, DataVolt's infrastructure development and delivery expertise, and Nebius's demand for data center capacity to serve a global customer base with high technical needs. The campus is designed to support next-generation AI workloads, with Nebius expected to deploy NVIDIA-powered computing infrastructure under the agreement to meet growing demand for its AI cloud.
Tareq Amin, CEO of HUMAIN, said: "The real measure of AI infrastructure is not how much capacity you build, but the demand you can secure and the value you can deliver. Advancing our commercial relationship with Nebius as our first customer is a significant milestone for HUMAIN and a clear demonstration of the international demand for the infrastructure we are developing. We are building more than data centers. We are creating a globally competitive, full-stack AI ecosystem that connects infrastructure, compute, models and applications to serve customers around the world."
By combining NVIDIA accelerated computing infrastructure with the local competitive energy and time-to-market advantages available in Oxagon, the commercial milestone demonstrates the project's ability to attract major international customers by translating growing market demand into long-term infrastructure commitments.
As demand for AI compute accelerates, the ability to bring together power, land, connectivity, advanced infrastructure and execution at scale is becoming increasingly important to the economics of AI.
Rajit Nanda, Chief Executive Officer of DataVolt, said: "Speed to market and infrastructure cost competitiveness will define the winners in the global AI compute race. Reaching this advanced stage of commercial engagement with Nebius within six weeks of commencing construction is a powerful demonstration of our ability to execute at pace and convert development into commercial commitments. At Oxagon, we are building at scale, with a clear focus on delivering highly competitive infrastructure costs. By combining Saudi Arabia's energy advantages with disciplined execution, we are helping create a platform for the Kingdom to compete globally in AI compute, not just as an energy powerhouse, but as an exporter of digital capacity."
Oxagon's proposition as an advanced industrial platform offers the potential to combine low-latency digital connectivity, developed land and scalable energy within a purpose-built environment, positioning it to support large-scale AI infrastructure serving customers across global markets.
Eng. Aiman Al-Mudaifer, Managing Director and Chief Executive Officer of NEOM, said: "The agreement between HUMAIN, DataVolt and Nebius reflects growing global demand for AI-ready infrastructure and NEOM's role in enabling advanced industries. Through Oxagon, we are creating an integrated ecosystem that brings together the key elements global technology companies need to accelerate capacity deployment and scale. This partnership demonstrates how NEOM is translating its strategic priorities into tangible opportunities that deliver lasting economic impact."
The Nebius agreement, signed on the sidelines of NVIDIA's GTC Berlin conference, represents a commercial milestone for the development, demonstrating the potential to attract international AI customers and deploy capacity at significant scale.
For HUMAIN, the agreement supports its ambition to build an integrated AI ecosystem spanning infrastructure, computing platforms, AI models and applications. For DataVolt, it reinforces an execution-led approach to developing large-scale digital infrastructure aligned with identified customer demand. For Nebius, it represents an expansion of the infrastructure capacity available to support the continued growth of its AI cloud business.
