Project Jupiter

The first phase of Project Jupiter, a large-scale data center campus in New Mexico being developed by Stack and Oracle, has reached its topping-out milestone.

Clayco and Kiewit New Mexico Co. this week announced the topping out of the first portion of the Project Jupiter data center campus in Doña Ana County, New Mexico. The companies placed the final structural beam atop the facility, completing the building's primary structural framework.

Oracle and Stack selected a Clayco and Kiewit joint venture as general contractors for the first 855,000-square-foot (79,432 sqm) portion of the campus. Construction broke ground in October 2025.

"As part of our commitment to building to make life better, Clayco is proud to reach this benchmark moment in the construction of Project Jupiter, ultimately helping meet America's rapidly growing demand for sustainable, advanced technology infrastructure," said Ryan McGuire, Clayco's president of construction and compute. "As the need for advanced technological facilities grows, so does Clayco's commitment to delivering high-quality data center projects that not only support billions in community investments and the creation of thousands of skilled jobs, but that utilize on-site power generation and sustainable water technologies to minimize impacts to local electric grids and water systems."

Announced last year, the campus will span 1,400 acres and include four data center buildings, micro-grid facilities, natural gas power plants, a battery storage center, and a desalination plant. Oracle will occupy the campus once construction is complete and will use it to host AI infrastructure for OpenAI.

The site could total up to 2.5GW at full build-out, though the project has reportedly faced challenges in securing a natural gas connection.

"Reaching this milestone reflects the extraordinary coordination and commitment of the teams bringing Project Jupiter to life," said Mike Casey, COO of Stack Infrastructure. "From the outset, our focus has been to develop critical digital infrastructure in a way that delivers lasting value for Doña Ana County. Project Jupiter demonstrates how infrastructure at this scale can advance technological innovation while supporting local jobs, strengthening the regional economy, and responsibly managing energy and water resources. We are proud to work alongside Oracle, Clayco, Kiewit, and our local partners as we move this important project forward."

The companies noted that no public drinking water will be used for data center cooling or fuel-cell operations. The site will use non-potable well water, purchased under contract from an existing New Mexico water-rights holder, for the initial, one-time fill of its four closed-loop, non-evaporative cooling systems. On-site Bloom Energy fuel cells will power a campus microgrid and also rely on non-potable water.

Clayco is a real estate development and construction firm. Kiewit is a North American construction and engineering organization.

"Kiewit is thrilled to reach this significant milestone in partnership with Clayco, Stack Infrastructure, and Oracle," said Tyler Nordquist, SVP, Kiewit New Mexico Co. "Projects of this scale are built through trust, collaboration, and an unwavering commitment to safety. Together with our partners, we're focused on delivering quality construction that supports our client's vision and creates lasting value for the community."

"Together with our partners, we are building responsibly, investing in the energy infrastructure needed to protect local ratepayers and grid reliability, using closed-loop cooling systems designed to significantly reduce water consumption, and creating meaningful career opportunities and lasting economic value for Doña Ana County," said Mahesh Thiagarajan, EVP, Oracle Cloud Infrastructure. "We are pleased to work alongside our partners as we build the Project Jupiter data center to meet the growing nationwide customer demand for secure, reliable AI infrastructure."
