Local political opposition is delaying US datacenter construction projects, with mounting costs already impacting major AI companies.
AI companies face a critical compute problem as artificial intelligence usage expands among working adults, making computing power an increasingly precious resource. While hyperscalers have announced massive infrastructure investments—OpenAI investing $100 billion and $300 billion, with Nvidia's chips consuming tens of gigawatts of power worldwide—these projects are encountering significant local opposition. A small town in Missouri ousted half of its city council for failing to protect communities from AI data center construction harms, and they're pushing to remove the rest, including the mayor. A resident of Claremore, Oklahoma was arrested in February for speaking too long during a town hall meeting about a data center project. In Virginia, voter support for data centers has collapsed from 69% in 2023 to just 35%, halting what would have been one of the country's largest data center projects. As of the time of writing, half of all planned U.S. data center builds have been delayed.
Through collective action, local communities are putting significant brakes on billions of dollars in investment. More than 75 data center build-outs worth $130 billion have been successfully blocked in the first three months of 2026. In Maine, lawmakers recently passed a bill placing a moratorium on new data centers over 20 megawatts in power being constructed until October 2027 to conduct analyses on how construction might affect local communities and utilities. The Tulsa City Council issued a temporary moratorium on data center construction through the end of the year. A San Marcos city council voted in February to reject a rezoning effort that would have cleared the way to build a 200-megawatt data center next to a local power station.
While some voices advocate for these projects, citing tens of millions of dollars in local tax revenue and guaranteed long-term construction work for unions, communities raise serious concerns. Projects bring potential for water contamination, skyrocketing energy prices, and air pollution, including companies shipping in 'illegal' gas turbines to get servers running. Developers counter that fears of water contamination are unfounded and noise pollution can be minimized, with companies like Meta bolstering efforts through small-scale grants for nearby projects. In a rural Brown County village, residents received offers of up to $120,000 per acre from a Delaware-based LLC linked with Cloverleaf Infrastructure, which is also developing a project in Port Washington facing heavy local pushback. In New Brunswick, a 22-acre site under consideration for a data center was modified following fierce pushback to mandate that a park be constructed instead.
The opposition demonstrates robust coordination, with residents attending town halls and local events to voice concerns, and showing willingness to continue fighting even after construction starts. Political retribution plays a major role: local politicians who allowed projects to continue face upcoming elections. One Calvert County resident, whose commissioners didn't vote through a moratorium, waved goodbye to them from the microphone, prompting cheers. Surveys show that nearly half of Americans—47%—oppose the construction of new AI data centers in their neighborhoods, reflecting broad public resistance to these infrastructure developments.
