OpenAI & Oracle Stargate Expands to 7 GW Planned Capacity With Cumulative Investment Exceeding $400 Billion
OpenAI, Oracle, and SoftBank are announcing five new U.S. AI data center sites under Stargate, OpenAI's overarching AI infrastructure platform. Combined with the flagship site in Abilene, Texas, and ongoing projects with CoreWeave, these five new sites bring Stargate to nearly 7 gigawatts of planned capacity and over $400 billion in investment over the next three years—placing the initiative on track to secure the full $500 billion, 10-gigawatt commitment announced in January by the end of 2025, ahead of schedule.
In July, OpenAI and Oracle entered an agreement to develop up to 4.5 gigawatts of additional Stargate capacity, representing a partnership exceeding $300 billion over five years. Three of the new sites are located in Shackelford County, Texas; Doña Ana County, New Mexico; and the Midwest—specifically in Wisconsin, developed by Oracle in partnership with Vantage. An additional potential expansion of 600 megawatts is planned near the flagship Abilene site. Collectively, these Oracle-led sites are expected to deliver over 5.5 gigawatts of capacity and create over 25,000 onsite jobs, plus tens of thousands of additional positions across the U.S. Site evaluation continues for further expansion.
The two remaining Stargate sites can scale to 1.5 gigawatts over the next 18 months through a SoftBank and OpenAI partnership. The first is in Lordstown, Ohio, where SoftBank has broken ground on an advanced data center design expected to be operational next year. The second is in Milam County, Texas, developed in partnership with SB Energy (a SoftBank Group company) to provide powered infrastructure for fast-build deployment. Together, these represent accelerated deployment, greater scalability, and improved cost efficiency, making high-performance compute more widely accessible.
The five sites were selected through a nationwide process launched in January, with OpenAI, Oracle, and SoftBank reviewing over 300 proposals from more than 30 states. This marks the first selection round, with additional U.S. sites to follow as the parties complete and surpass the initial $500 billion commitment.
The flagship Stargate campus in Abilene, Texas, is already operational on Oracle Cloud Infrastructure and advancing rapidly. Oracle began delivering the first NVIDIA GB200 racks in June, and early training and inference workloads are underway to advance OpenAI's next-generation research.
