Japan announced on July 16, 2026 that it is partnering with NVIDIA and Noetra Corp to establish a national AI factory as part of Japan's FRONTia Project, a government initiative titled "Development of Multimodal Foundation Models with a View to AI Robotics and Physical AI." The facility represents the first infrastructure of its kind designed explicitly for physical AI applications across manufacturing, logistics, healthcare, telecommunications and related sectors.

The AI factory will be built by Noetra using NVIDIA Vera Rubin NVL72 racks deployed on the NVIDIA DSX platform and connected through NVIDIA Spectrum-X Ethernet networking. It will provide 140 megawatts of data center capacity and enable the training of trillion-parameter-scale AI models. The facility will support development of open multimodal foundation models powering AI agents, digital twins, robotics and other physical AI applications.

The pretrained weights of Noetra's multimodal foundation models will be made available to domestic model developers and enterprises, along with NVIDIA software including Nemotron, Cosmos, Isaac GR00T open models and NeMo libraries to accelerate development of agentic and physical AI applications.

Japan's Minister of Economy, Trade and Industry, Ryosei Akazawa, said the FRONTia Project will serve as the core of the country's physical AI ecosystem and noted that collaboration with global leaders including NVIDIA combined with Japan's manufacturing technology infrastructure will build highly reliable multimodal foundation models to address global challenges.

Noetra CEO Hironobu Tamba added that the partnership will advance Japan-developed multimodal foundation models and accelerate physical AI deployment across Japanese industries through broad sharing of research results.

Japan's AI Robotics Strategy, released in March, targets capturing more than 30 percent of the global AI robotics market by 2040, representing an estimated 133 billion dollar opportunity. The new AI factory is positioned to support this goal by providing one of the world's most advanced AI environments for intelligent manufacturing and robotics development.
