Oracle has signed 1.7 gigawatts of wind energy supply agreements with major counterparties RWE and Engie to power its Texas operations.
Oracle has executed multiple wind energy supply agreements across Texas, expected to deliver more than 1.7GW of “carbon-free” energy to the Electric Reliability Council of Texas (ERCOT) grid. As part of the investment, the company has secured deals across ten projects with major renewable energy suppliers including Clearway Energy, Engie, RWE, and Scout Clean Energy. The generated power will support operations at Oracle’s Abilene data center campus.
“Oracle has set a goal to match 100 percent of AI data center electricity use with carbon-free electricity by 2035,” said Mahesh Thiagarajan, executive vice president, Oracle Cloud Infrastructure. “This announcement marks measurable progress toward that goal and reflects our commitment to building data centers responsibly—protecting the air, water, and land in the communities where we operate, while paying our own way for the energy we use.”
Under a virtual Power Purchase Agreement (vPPA) with RWE, Oracle will offtake 433MW of wind energy from three operational West Texas facilities: Panther Creek I, II, and III, located in Sterling, Howard, and Glasscock counties. Panther Creek I and II were both commissioned in 2008, with capacities of 142MW and 115.5MW, respectively. Panther Creek III came online in 2009 with an initial capacity of 199.5MW, which was increased to 215MW following a repowering process completed in 2021.

Oracle’s agreement with Engie North America will see the company offtake 568MW of wind energy to support its Texas operations. While specific projects tied to the contract were not disclosed, Engie confirmed the power will be delivered through a diversified portfolio of wind energy resources.
“Our agreements with Engie advance Oracle’s goal to match 100 percent of our AI data center electricity use with carbon-free electricity by 2035, while supporting long-term economic growth with no cost impact to the state of Texas,” said Julia Robin, head of infrastructure planning and sourcing for Oracle Cloud Infrastructure.
Oracle did not disclose the capacity associated with the remaining agreements. These Texas deals mark the company’s second major renewable energy announcement this month, following a Request for Proposals (RFP) to develop 2GW of new renewable capacity in New Mexico. The RFP will solicit projects utilizing solar, wind, geothermal, and other renewable technologies, prioritizing those capable of delivering energy on an accelerated timeline.
