According to Arizton's market research, the Europe data center colocation market is experiencing rapid expansion as AI and cloud workloads increase infrastructure requirements. The market valued at USD 11.65 billion in 2025 is expected to reach USD 46.51 billion by 2031, representing a compound annual growth rate of 25.94%. Western Europe is projected to capture the largest share at approximately USD 33.17 billion, representing 71.3% of overall European investment by 2031, followed by the Nordic region at 22.8% and Central and Eastern Europe at 5.9%.

Investment is shifting beyond established data center hubs. The United Kingdom and Germany maintained significant concentration of European data center investment in 2025 at 19.59% and 13.74% respectively. However, the competitive landscape is widening with new entrants including Ada Infrastructure, Compass Datacenters, DAMAC Digital, DayOne, and Prime Data Centers expanding the pipeline of new developments across the continent.

Key growth drivers include digitalization initiatives, 5G deployment, sustainability investments, and submarine cable infrastructure. Constraints in traditionally dominant locations are prompting diversification. Amsterdam faces power, land, and sustainability restrictions that are increasing the importance of alternative locations for future capacity expansion. In contrast, Italy's development pipeline includes approximately USD 8.13 billion in planned investments including the Trino site redevelopment and three EdgeConneX campuses in Lombardy. The Nordic region is positioning itself for AI-intensive workloads, with a planned USD 2 billion AI-ready data center near Helsinki taking advantage of access to renewable energy.

Data center operators are fundamentally shifting cooling infrastructure to address escalating power densities. Traditional air-based cooling systems are increasingly inadequate for high-performance computing and AI workloads, driving adoption of direct-to-chip liquid cooling and immersion cooling technologies that circulate coolant directly to heat-generating components. This trend is expected to substantially increase investment in advanced cooling technologies throughout the forecast period.

AI adoption across Europe is accelerating demand for specialized infrastructure. The Netherlands ranks fourth globally in Government AI Readiness with 95% of organizations running AI programs, while Ireland's updated National AI Strategy emphasizes digital infrastructure and data center development. The growing deployment of AI and high-performance computing workloads is increasing requirements for computing capacity, power infrastructure, and high-density data center environments.

Market segments show varied growth trajectories through 2031. The Europe data center colocation revenue is expected to more than double, supported by cloud adoption, hyperscale expansion, AI workloads, and enterprise IT outsourcing. Mechanical infrastructure represents the fastest-growing segment, driven by advanced cooling technology investments. Electrical infrastructure accounts for significant investment owing to high-density racks and AI-ready infrastructure deployment, while retail colocation revenue is expected to maintain steady growth supported by demand for carrier-neutral facilities and managed services.
