On 6 September 2026, the Government of Canada announced the Responsible Data Centre Development Principles, a framework requiring data centre developers to cover electricity-system costs, limit water and environmental impacts, disclose local effects, and deliver lasting benefits for host communities and the country. The initiative was launched with 23 initial signatories, including major cloud and artificial intelligence providers such as Amazon Web Services, Anthropic, Bell Canada, Cohere, Equinix, Google, Meta, Microsoft, OpenAI, OVHcloud, and TELUS.
The framework sets out five core expectations for data centre projects. Operators must cover electricity-system costs by paying for generation, transmission, substations, and grid upgrades directly attributable to their projects in proportion to their impact. Developers should avoid shifting these costs to households or existing businesses and, where needed, contribute new supply, storage, infrastructure, or demand-flexibility. Projects must minimise water and environmental impacts, with water consumption and other ecological effects measured and reported using recognised standards. Operators are required to disclose local impacts by providing independently verifiable information regarding power and water use, infrastructure needs, noise, emissions, and material commitments. Developments must deliver lasting local benefits, creating enduring advantages for host communities and Canada as a whole. Finally, data centres must provide strategic value to Canada by supporting national digital resilience and sovereign compute capacity.
The principles were released as Saskatchewan introduced its own data centre framework, requiring proponents to supply their own power and meet criteria on Canadian ownership, sovereignty, and provincial benefits. Monitoring the impact of emerging technologies on the environment is essential to ensure long-term sustainability and keep humanity at the centre. The Principles, therefore, provide a common national baseline for data centre build-outs, while concrete constraints on electricity supply, water usage, land use, and approvals continue to be governed at the provincial and local levels.
