We appreciate the clarity of the standards you laid out. These standards largely reflect practices already embedded in how we develop and operate our projects in Texas and elsewhere. As we continue to grow in Texas, OpenAI is prepared to take the following steps:
**Infrastructure Costs.** OpenAI-developed projects will be structured so that project-driven infrastructure costs are fully funded and are not shifted onto residential or small-business customers. We will work with our utility and infrastructure partners to ensure that the infrastructure investments required to serve our projects are appropriately identified and funded.
**Grid Support.** We recognize that Texas needs to add new generation as demand grows, while maintaining a reliable and resilient grid. OpenAI will work with utilities, ERCOT, and our infrastructure partners to support the energy resources and infrastructure needed to serve our growth and to operate our projects responsibly during periods of system stress.
**Water Stewardship.** We will minimize water consumption and prioritize efficient cooling technologies, including closed-loop systems. We will work with local communities and water providers to ensure our projects are responsibly planned around available resources.
**Community Partnership.** We believe responsible development means more than simply managing potential impacts. It means listening to communities early, understanding local priorities, and working alongside local leaders, residents, schools, businesses, and other stakeholders to ensure our projects are good neighbors and deliver meaningful value locally. OpenAI will work with host communities to responsibly manage noise, light, traffic, land use, setbacks, emergency response, and other local impacts, with site-specific protections developed as part of project planning and operations. We will seek to build lasting local partnerships and invest in the people, institutions, and opportunities that help communities benefit from the growth taking place in their backyards.
OpenAI will work with the State and local communities to provide accurate and timely information regarding our projects, including information concerning electricity and water use, infrastructure investments, public incentives, and relevant community protections. Texas has built a strong environment for innovation, energy, and economic growth. OpenAI wants to help Texas remain a national leader in AI while demonstrating that this growth can be responsible, reliable, and beneficial to Texans.
We believe the standard should be clear: AI infrastructure should pay its own way, support a reliable grid, use water responsibly, protect neighboring communities, and operate with transparency and accountability.
