Texas Governor Abbott orders immediate audit of all data centers seeking grid connections and announces freeze on new data center grid connections pending grid reliability assessment

Texas Governor Greg Abbott has issued an executive order mandating an immediate comprehensive audit of all proposed data center projects statewide, placing a temporary freeze on new grid connections for the power-hungry facilities until regulators evaluate their potential impact on energy reliability.

Under the directive, the Public Utility Commission of Texas (PUC) and the Electric Reliability Council of Texas (ERCOT)—the state's primary grid operator—must jointly review every proposed facility before approving energization or integration into the electrical system.

"We must ensure that rapid technological expansion does not compromise the reliability of the grid or inflate costs for Texas families and businesses," officials emphasized during the announcement.

The booming artificial intelligence and cloud computing sectors have made Texas a primary hub for massive hyperscale data centers, drawn by favorable tax incentives, available land, and a business-friendly regulatory climate. However, the immense load required by modern server clusters has heightened concerns among utility experts and consumer advocates regarding summer peak demand and winter freeze vulnerabilities.

With the audit process now underway, ERCOT and the PUC will establish a standardized framework to determine which projects can safely connect to the grid without threatening system stability.
