Canada is proposing the Churchill Falls–Gull Island hydro package in Labrador, a nearly $70 billion project targeting capacity equal to half of China's Three Gorges Dam by 2037.
Canada's largest energy project is now the Churchill Falls–Gull Island package in Labrador. At nearly $70 billion, it is the largest clean-energy investment in North American history. The package will deliver about 14,000 MW of clean power. It combines the existing Churchill Falls plant with new hydro and wind generation, nearly tripling Churchill Falls. The project is expected to support roughly 23,000 construction jobs and contribute about $31 billion to GDP through the early 2040s.
The Churchill Falls upgrades are a refit of the existing station's 11 units, expected to raise installed capacity by about 23.5 percent, or roughly 1,275 MW. Federal material also refers to a further expansion of up to about 2,500 MW. The station's existing capacity is about 5,428 MW.
Gull Island is a new plant on the Churchill River, downstream of Churchill Falls and about 100 km southwest of Happy Valley-Goose Bay. It is planned at about 2,250–2,700 MW, specifically 2,700 MW across six units. The estimated capital cost is about $29 billion. Hydro-Québec is building the plant, and joint venture ownership is framed as 60 percent NL Hydro and 40 percent Hydro-Québec.
The package also includes up to about 2,000 MW of onshore wind in Labrador, with Innu co-investment.
