Microsoft details strategies to mitigate its data center strain on power grids and water resources amid AI expansion.
Microsoft Corp. announced a Community-First AI Infrastructure Plan designed to prevent its data centers from harming the areas where they operate. Brad Smith, the company's vice chair and president, detailed the comprehensive program in a blog post. The initiative comprises more than a dozen elements, with many focused on ensuring that Microsoft data centers won't increase residents' energy bills or strain local water infrastructure.
Regarding energy management, Microsoft will ask utilities to set electricity rates high enough to cover the cost of supporting its cloud facilities, including expenses associated with operating power delivery infrastructure. In markets where existing power lines and substations are insufficient to meet Microsoft's requirements, the company will pay for upgrades. Additionally, Microsoft will inform utilities about its future power requirements to help them plan grid enhancements and will provide them with artificial intelligence tools that can streamline the planning process and improve grid resilience.
Microsoft has committed to reducing its data centers' water use intensity by 40% through the end of the decade. The company plans to achieve this goal partly by substituting liquid cooling with air cooling, which uses less water than liquid cooling—the preferred method for dissipating heat generated by graphics cards. Microsoft is testing a new data center design featuring a closed-loop liquid cooling system that recycles coolant instead of evaporating it, significantly reducing water usage. The company has already deployed this system in several states including Wisconsin and Georgia.
In locations where reservoirs are strained, Microsoft will finance new public works to reduce its data centers' reliance on potable water. Smith referenced the company's recent work in Quincy, Washington, an arid region where the local groundwater supply was already under pressure, noting that "to avoid drawing from the community's potable water, we partnered with the city to construct the Quincy Water Reuse Utility, which treats and recirculates datacenter cooling water."
As another component of its plan, Microsoft will no longer seek property tax breaks for data centers. The company will provide AI tools and training to small businesses through local chambers of commerce and plans to expand its Datacenter Academy program to train individuals for data center operations roles. According to Smith, "This program works in partnership with local community colleges and vocational schools to train students for critical roles in data center operations and related careers."
