Pennsylvania Data Center Partners announced its support for bipartisan provisions in the 2026 Pennsylvania State Budget requiring data centers to report their electricity and water consumption to the Commonwealth. The requirements were signed into law as Senate Bill 146, Act 21 of 2026, which the company says promotes greater transparency, community accountability and informed decision-making.
The company stated that these standards closely reflect practices already implemented across its developments. Its facilities are designed to meet and exceed expectations for responsible energy and water use through advanced engineering and sustainability measures including onsite water storage, water-efficient cooling technologies and other innovations that reduce water demand while maintaining reliable operations. Pennsylvania Data Center Partners also supports electric transmission and grid infrastructure upgrades funded by its developments rather than ratepayers.
The hyperscale data centers under development, including Pennsylvania Digital 1 (PAX-1) in Middlesex Township, are purpose-built for advanced high-performance computing systems and specialized AI processors. According to the company, these facilities enable progress in medical diagnostics and drug discovery, enhance precision agriculture, strengthen cybersecurity, support advanced manufacturing, improve public safety and emergency response, accelerate scientific research and power cloud services, financial systems, communications networks and digital tools used by millions daily.
The company emphasized that responsible development requires balancing technology, infrastructure, environmental protection and community character. Pennsylvania offers strategic advantages including abundant energy resources, existing transmission infrastructure and proximity to major population centers. Pennsylvania Data Center Partners pledged to implement the new reporting requirements, reduce water demand through technology investments and strengthen grid reliability while providing verifiable performance data.
