UK energy regulator Ofgem has unveiled sweeping regulatory proposals to impose upfront connection fees of up to £712,500 per megawatt, launching an aggressive crackdown to prevent speculative artificial intelligence data centres from hoarding scarce electricity grid capacity.

The intervention responds to an unprecedented surge in demand for power connections, which has more than tripled in less than a year. The regulatory shift signals a global reckoning as the immense energy requirements of AI infrastructure collide directly with the physical limitations of national energy grids, forcing policymakers to reconsider how public power is allocated.

While UK developers face severe financial barriers to secure grid access, East Africa confronts its own data centre power realities. In May 2026, a proposed $1 billion geothermal-powered Microsoft-G42 data centre at Olkaria in Kenya faced operational delays after energy experts warned the hyperscale facility would place unsustainable strain on Kenya Power's existing capacity. The proposed first phase required 100 megawatts, but the long-term goal of scaling to 1 gigawatt would consume nearly a third of Kenya's entire installed generation capacity. With Kenya's peak electricity demand at 3,000 megawatts, the scale of global AI energy requirements threatens to consume industrial power reserves meant for broader economic development and manufacturing.

Under the consultation, developers seeking large-scale data centre connections must pay a refundable commitment fee ranging from £237,500 to £712,500 per megawatt upon accepting a connection offer. This substantial financial barrier equates to approximately 2.5 to 7.5 percent of average project capital costs, shifting financial risk onto developers. The deposit is returned only when the data centre reaches energisation and begins drawing power. Developers who abandon their projects or exit the queue early forfeit the entire sum.

The volume of connection requests has paralysed the UK's traditional grid planning models. Between November 2024 and June 2025, contracted demand offers spiked from 41 gigawatts to 125GW. Data centres alone account for at least 73GW of that pipeline, spread across 315 commercial projects.

Great Britain's entire peak electricity requirement on a typical winter evening is approximately 45GW. If every proposed data centre in the current queue operated at full load, the digital infrastructure sector alone would demand significantly more power than the rest of the British economy combined.

The consultation, open until September 16, directly targets a growing speculative bubble within digital real estate. Industry analysis reveals that more than 60 planning applications for new data centres were submitted across England and Wales in 2025, representing a 63 percent increase over the previous year.

According to Ofgem, many applications originate from speculative developers attempting to secure network capacity without firm intention or financial backing to complete the connection. By holding a position in the queue, speculators artificially inflate land values, subsequently selling grid-connected sites to genuine hyperscalers at a massive premium while blocking legitimate developments.

The UK's bottleneck mirrors a severe capacity crisis in the United States, where power constraints are extending data centre construction timelines by 24 to 72 months in primary markets like Northern Virginia. Faced with identical interconnection delays, American developers are pivoting to captive gas generation, on-site solar arrays, and independent microgrids.

Beyond punitive fees, Ofgem is exploring voluntary flexibility arrangements. Under this framework, grid operators could mandate that data centres temporarily curtail power consumption or shift intensive computing workloads to different geographic regions during peak grid stress, effectively converting the facilities into active grid participants rather than passive drains.

A primary concern for both regulators and the incoming government remains financial protection of ordinary consumers. The National Energy System Operator calculates that massive infrastructure reinforcements are required to handle localized power clustering. Without targeted policy interventions, the multi-billion-pound cost of upgrading high-voltage transmission lines, transformers, and substations would inevitably be passed to household electricity bills through increased network tariffs.

As the AI boom accelerates, regulatory authorities worldwide face a defining mandate. The Ofgem consultation represents the first major structural attempt to ensure that national electricity grids continue to serve the public good, rather than being effectively privatized by the unchecked energy demands of global technology conglomerates.
